Howard's grandchildren are the fifth generation of the Hills family in the Laguna Beach school community.

Family Legacy:

Howard attended local schools, starting in 1962, and graduated from LBHS in 1970.

Local Education:

Howard has been an actively involved public school parent and grandparent since 1982.

Government knowledge meets small town heart for justice.

Howard Hills would bring five decades of public education advocacy and successful career as federal public interest lawyer, including Peace Corps lawyer drafting constitutions for Pacific island nations, U.S. Navy JAG international lawyer and lead White House Legal Adviser for strategic treaty negotiations (Defense Superior Service, Meritorious Service and Joint Chiefs Commendation Medals for International Law awarded by Secretary of Defense), including 2020-2023 recall to serve as Senior Advisor to White House treaty negotiating team successfully negotiating, signing and securing Congressional bipartisan approval of agreements extending treaties for 20 years.
